The digital platform that changed how Italy’s Servizio Civile is managed.
GestiSCU is our flagship product and a concrete example of what it means to apply open innovation: robust, specific and secure software, because it was designed alongside the people who use it every day.
The genesis: co-creation with the ecosystem
GestiSCU was not built “for” the participating entities. It was built with them.
Before our work, the management of Servizio Civile was fragmented: public administrations, third-sector organizations, and cooperatives ran heterogeneous systems — often paper-based — with no interoperability. Each entity had its own processes, regulatory constraints, and operational needs.
Instead of imposing a standard solution, we opened a co-design path:
- Systematic listening — working sessions with dozens of entities, from small associations to large central administrations. Each brought its own know-how: how volunteers are recruited, how projects are tracked, how reporting flows back to the central department, what the real day-to-day pains look like
- Distributed-knowledge integration — every perspective was taken in. Where different approaches clashed, we looked for architectures that let each one operate its own way while preserving overall interoperability
- Collaborative prototyping — no written specs followed by closed-door development. Iterative construction, with constant feedback from real users
- Shared ownership — the result is a product the entities recognize as their own
